    Management Process

    The process of procuring goods and services from external service providers is extremely particular, regulated and must be approached with as much proper conduct and diligence. By implication, this meant it’s a team sport.

    Non-compliance and poor planning in engaging SCM for procurement facilitation, continues to give strains to SCM operations.

    The procurement policy and the up-coming procedure manual document together with the relevant regulations are there to guide, educate and protect all stakeholders involved in the supply chain cycle and not to expose sefa to discrepancies.

    sefa is a government institution and is governed by the Constitution, National Treasury and the Economic Development Department and IDC. This prescribes a principle that sefa must account for every cent it spends to avoid unauthorized, irregular, fruitless and wasteful expenditure by adhering to the prescripts of the Public Finance Management Act and ultimately the Constitution of RSA.

    Supply Chain Management (SCM) will constantly be putting proper systems in place and updating these to ensure that sefa is able to acquire services and products from entities that are compliant with relevant regulations, are qualified, able and capable to deliver, have a proven track record and adhere to government laws required of every accountable entity.

    The constant changes on the supply chain management process and policy are imperative to satisfy the need to address the major challenges, audit findings and possible qualifications. SCM is currently assessing the current system and reviewing the possibilities of having an integrated operating system which will help to improve sefa’s buying processes from external suppliers, disencumber and hasten the process of acquisition.

    This will also aid in strengthening compliance and the recording of all financial transactions and ready the figures from SCM’s perspective for audits and the annual report.

    With the current amendments being made on the Supply Chain Management policy and procedures; sefa, its employees and its partners alike can look forward to quality delivery and growth as we play our part in helping to make South Africa accountable and a better country for all.
